EDUCATIONAL POLICY REFORMS AND ADMINISTRATIVE EFFECTIVENESS IN NIGERIA: A SIXTY-YEAR REVIEW

Abstract


Nigeria's educational landscape has undergone sweeping transformations since independence in 1960, driven by successive policy reforms aimed at improving access, quality, and administrative efficiency at all levels of schooling. This paper presents a systematic sixty-year review of major educational policy reforms in Nigeria and examines their implications for administrative effectiveness in basic, secondary, and tertiary education. Drawing on documentary analysis, extant literature, and empirical studies, the review identifies six major reform epochs: post-independence nationalism (1960–1975), the Universal Primary Education drive (1976–1983), the structural adjustment era (1984–1993), the democratic transition reforms (1994–2004), the Universal Basic Education consolidation (2005–2015), and the contemporary digital and sustainable development-focused reforms (2016–2024). Findings indicate that while policy intentions have remained broadly progressive, implementation deficits rooted in weak institutional frameworks, inadequate funding, poor monitoring, political instability, and bureaucratic inefficiencies have persistently undermined administrative effectiveness. The paper concludes that genuine reform impact requires political will, data-driven policy planning, capacity building of educational administrators, and systemic accountability mechanisms aligned with Nigeria's socio-economic realities.
